Venezuelan courts, ordered by president Hugo Chavez, called for the arrest of opposition leader Manuel Rosales recently as he fled the country seeking asylum in Peru claiming he is a "victim of persecution,". No one can truly know whose innocent or guilty here, but it is well known that Chavez has been in opposition of the United States on many aspects of foreign affairs and has assembled quite a following of leftist leaders in Latin America. Rosales appears to be legitimate in his will to seek asylum in Peru and certainly does not pose any direct threat to Chavez if he is not currently in Venezuela.
