I think you are overstating how strongly China follows Russia. The two have historically very shaky ties and have fought several wars against each other. When they were both fully Communist nations, they rarely worked together. China is more independent than you suggest.
You also simplify the role of the UN simply to collective military action and/or peacekeeping, when they have other roles in which they are significantly more successful.
